INTERNATIONAL CIVIL TRIBUNAL
ON THE RIGHT TO SELF-DETERMINATION

    In the belief that all nations and peoples have the right to self-determination, as expressed in Article 1 of both as
    expressed in customary law and Article 27 of the ICCPR;
    in the conviction that conflicts between groups can be resolved by peaceful means, when there is full
    understanding of that right, and the political, social, cultural and economic dimensions of its implementation;

    while fully cognizant of the fact that neither states nor intergovernmental organizations have taken any further
    steps to elaborate this right, or to develop mechanisms for its implementation, or for the adjudication of claims to
    exercise this right;

    International Civil Society has mobilized to establish a mechanism for the purpose of permitting the evaluation of
    the right to self- determination claims and supervising the results of the conflict resolution process, with a view to
    generating international legal action leading to outcomes acceptable to all parties concerned.

    THE THIRD INTERNATIONAL CONFERENCE ON THE FORMATION OF AN
    INTERNATIONAL CIVIL TRIBUNAL ON THE RIGHT TO SELF-DETERMINATION

    Building upon the experience of the first two international conferences, the attending groups and expertise,

    Committed to the principles of consultation, universalism, diversity and inclusion, and seeking to draw upon
    the understandings of a wide variety of groups engaged in the struggle for self-determination, as well as the
    international legal expertise that has addressed these struggles, and

    Seeking to ensure that its formative processes follow the paradigms established for addressing issues of
    such universal and global significance,

    IHRAAM is launching a series of PREPCOMS ON THE FORMATION OF AN INTERNATIONAL
    CIVIL TRIBUNAL with a view to assembling and bringing forward the understandings, expertise,
    supporting organizations and peoples, that are needed to hold an historic Third International
    Conference that would result in the actual formation of an INTERNATIONAL CIVIL TRIBUNAL ON
    THE RIGHT TO SELF-DETERMINATION.
